Perspectives on Organisational Change - Essay Example Structural/Functional Perspective: Firstly, the structural/functional perspective grew from the age of industrialism. This was a time of modernism where defined inputs equalled to defined outputs. The total was the sum of the parts. Cause was based on effect; measurement was a rigid and mathematical science that was believed could properly define every level of an organisation. During this period of modernism, the ideas of people such as Henry Ford and others helped to further regiment the organisation and labour processes that helped to define them. As Grieves states, â€Å"(Functionalism) was able to look at an organisation as a control mechanism: that is to say, to understand the important structural components and to articulate the functional interrelationships between he parts...because it is a model for controlling operations, this model is therefore mechanistic. It tends to ignore the motivations, behaviours, attitudes, and values that contribute to effective performance† (Grieves, 2010). As such, this approach, born out of rationalism, defined the unit as a sum of its component parts. This extremely scientific and methodical approach tended to miss the mark with regards to who and what actually made up the backbone of an organisation. Such thinking is doubtless one of the causal factors that made institutions such as the League of Nations such short-lived experiments. Doubtless, there is a distinct need for exactness and measurability when analyzing the inner workings of industry. ... This is not to say that there is no place for such regimentation and cold precision; however, this type of analysis is dangerous in that it does not take into account the human factor at any level whatsoever. At its core, any organisation, any unit, any work group is comprised of people; as such, it only stands to reason that by completely ignoring the effec ts that the individual will have on any process or change dynamic, one is in danger of oversimplifying the organisation as a sum of its mechanistic parts (Kotter, 2012). As such, sole use of the functional/structural perspective will likely lead to an oversimplification of the organisation and will result in faulty and/or incomplete information being relayed back to the management. Inventions that change the world Essay American statesman and inventor Benjamin Franklin was particularly interested in electricity and set up a small laboratory in his house to investigate its properties. His interest soon switched from electricity to lightning after he noticed the similarities between the two. One stormy night, he conducted a life-threatening experiment to demonstrate that lightning is the result of an electric build up. He constructed a kite that carried a metal spike and flew it into the thunderstorm. The kite had a key attached near the bottom of the ribbon and Franklin noticed that it sparked as he brought his knuckles close to it. Franklin had shown that lightning was form of electricity and he went on to use this knowledge to design a lightning rod to protect buildings. LINNAEAN TAXONOMY Linnaean taxonomy is a system of classification of living organism that is used throughout biological sciences. The most important feature of Linnaean Taxonomy is a system known as binomial nomenclature. The first name identifies the genus to which the organism belongs; the second name is its unique species. BIMETTALIC STRIP A bimetallic strip is a simple device which converts thermal energy into mechanical motion. It is used as a thermally activated switch or heat indicator and works on the principle of differential expansion of heated dissimilar metals. The bimetallic strip is made up of two different metals which are bonded together to form a straight, flat strip or a concentric coil. When the strip is heated, one of the metals heats up and expands faster than the other, causing the strip to bend. This mechanical deflection  is then harnessed in various ways to switch electrical circuits or move a dial to a give heat value indication. MARINE CHRONOMETER A marine chronometer is a clock that is precise and accurate enough to be used as a portable time standard; it can therefore be used to determine longitude by means of celestial navigation. When first developed in the 18th century, it was a major technical achievement, as accurate knowledge of the time over a long sea voyage is necessary for navigation, lacking electronic or communications aids. The first true chronometer was the life work of one man, John Harrison, spanning 31 years of persistent experimentation and testing that revolutionized naval (and later aerial) navigation. SPINNING JENNY The increased speed of weaving created a new problem because it now took three spinners to keep up with one weaver. This problem was resolved in 1764, when James Hargreaves invented a new machine that was capable of spinning eight threads of cotton yarn, instead of the spinning wheels one. The new machine was called the spinning jenny. All this time the processes of spinning and weaving were still being carried out at home. This was possible because both the flying shuttle and the spinning jenny were small enough to be used in the cottage. SURVEYOR’S PERAMBULATOR WHEEL The origins of the surveyors wheel are connected to the origins of the odometer. While the latter is derived to measure distances travelled by a vehicle, the former is specialized to measure distances. Much of the material on the earliest stages in the development of the hodometer is adequately covered in odometer. In the 17th century, the surveyors wheel was re-introduced and used to measure distances. A single wheel is attached to a handle and the device can be pushed or pulled along by a person walking. Early devices were made of wood and may have an iron rim to provide strength. The wheels themselves would be made in the same manner as wagon wheels and often by the same makers. The measuring devices would be made by makers of scientific instruments and the device and handles would be attached to the wheel by them. The device to read the distance travelled would be mounted either near the hub of the wheel or at the top of the  handle. STEAM ENGINE WITH SEPARATE CONDENSER A steam engine is a heat engine that performs mechanical work using steam as its working fluid. Steam engines are external combustion engines where the working fluid is separate from the combustion products. Non-combustion heat sources such as solar power, nuclear power or geothermal energy may be used. The ideal thermodynamic cycle used to analyze this process is called the Rankine cycle. In the cycle, water is heated and transforms into steam within a boiler operating at a high pressure. When expanded through pistons or turbines, mechanical work is done. The reduced-pressure steam is then condensed and pumped back into the boiler. WATER FRAME In 1769, a wig maker and pricier, Richard Arkwright, had observed that, even with these improvements, the hand loom weavers could not keep up with the demand for cloth. He therefore set out to design and produces a much larger spinning machine that would be able to cope with the increased demand. His design became known as the water frame. It was given this name because it needed energy from a watermill to power it. It was therefore too large for cottage work and, consequently, had to be placed in a large building known as a factory. This meant that, for the first time, a family involved in the production of woven cloth were now split up. The women of the family, whom, you will remember, were the traditional spinners, now, had to leave their cottages and work in a large building where the water frames had been installed. Since these factories used water as their power source, they tended to be built in areas where a good supply of fast flowing water was available. These early water powered factories, because they looked like large watermills, became known as mills. They were mainly concentrated in the mountainous areas of Britain where water was plentiful. For the first time men and women were separated in their work. The man stayed at home to produce the weaving and the women left home each day to work in the factory, producing the yarn for their men folk to weave into cloth. VENETIAN BLIND Venetian blind is a type of window covering. There are many different kinds of window blinds which use a variety of control systems. A typical window blind is made up of several long horizontal or vertical slats of various  types of fabric, wood, plastic or metal which are held together by cords that run through the blind slats. Window blinds can be adjusted by rotating them from an open position to a closed position with either a manual or remote control which allows the slats to overlap and block out most of the light. There are also several types of window blinds that use a single piece of material instead of slats. A window blind is also known as a window shade. CATERPILLAR TRACKS Continuous track, also called tank tread or caterpillar track, is a system of vehicle propulsion in which a continuous band of treads is driven by two or more wheels. This band is typically made of modular steel plates in the case of military vehicles, or rubber reinforced with steel wires in the case of lighter agricultural or construction vehicles. The large surface area of the tracks distributes the weight of the vehicle better than steel or rubber tyres on an equivalent vehicle, enabling a continuous tracked vehicle to traverse soft ground with less likelihood of becoming stuck due to sinking. The prominent treads of the metal plates are both hard-wearing and damage resistant, especially in comparison to rubber tyres. The aggressive treads of the tracks provide good traction in soft surfaces but can damage paved surfaces. Special tracks that incorporate rubber pads can be installed for use on paved surfaces to prevent the damage that can be caused by all-metal tracks. Continuous tracks can be traced back as far as 1770 and today are commonly used on a variety of vehicle including bulldozers, excavators, tanks, and tractors, but can be found on any vehicle used in an application that can benefit from the added traction, low ground pressure and durability inherent in continuous track propulsion systems. SODA WATER Carbonated water (soda water) is water into which carbon dioxide gas under pressure has been dissolved. This process, known as carbonation, is a process that causes the water to become effervescent. For people who enjoy drinking soft drinks, carbonated water can provide a calorie- and sugar-free substitute. The vast majority of carbonated water is sold in ready to drink bottles like mineral water or carbonated beverages such as soft drinks, but it is easy to prepare at home with soda makers. S-TRAP FOR TOILET In plumbing, a trap is a U-, S-, or J-shaped pipe located below or within a plumbing fixture. An S-shaped trap is also known as the S-bend invented by Alexander Cummings in 1775 but became known as the U-bend following the introduction of the U-shaped trap by Thomas Crapper in 1880. The new U-bend could not jam, so, unlike the S-bend, it did not need an overflow. The bend is used to prevent sewer gases from entering buildings. In refinery applications, it also prevents hydrocarbons and other dangerous gases from escaping outside through drains. The most common of these traps in houses is referred to as a P-trap. It is the addition of a 90 degree fitting on the outlet side of a U-bend, thereby creating a P-like shape. It is also referred to as a sink trap because it is installed under most house sinks. Because of its shape, the trap retains a small amount of water after the fixtures use. This water in the trap creates a seal that prevents sewer gas from passing from the drain pipes back into the occupied space of the building. Essentially all plumbing fixtures including sinks, bathtubs, and toilets must be equipped with either an internal or external trap. Because it is a localized low-point in the plumbing, sink traps also tend to capture heavy objects (such as jewellery) that are inadvertently dropped into the sink. Traps also tend to collect hair, sand, and other debris and limit the ultimate size of objects that will pass on into the rest of the plumbing, thereby catching over-sized objects. For all of these reasons, most traps can either be disassembled for cleaning or they provide some sort of cleanout feature. SUBMERSIBLE CRAFT Submersible is a small vehicle designed to operate underwater. The term submersible is often used to differentiate from other underwater vehicles known as submarines, in that a submarine is a fully autonomous craft, capable of renewing its own power and breathing air, whereas a submersible is usually supported by a surface vessel, platform, shore team or sometimes a larger submarine. In common usage by the general public, however, the word submarine may be used to describe a craft that is by the technical definition actually a submersible. There are many types of submersibles, including both manned and unmanned craft, otherwise known as remotely operated vehicles or ROVs. Submersibles have many uses worldwide, such as oceanography, underwater archaeology, ocean exploration, adventure, equipment maintenance/recovery or underwater videographer. BORING MACHINE A tunnel boring machine (TBM) also known as a mole, is a machine used to excavate tunnels with a circular cross section through a variety of soil and rock strata. They can bore through anything from hard rock to sand. Tunnel diameters can range from a metre (done with micro-TBMs) to 19.25 m to date. Tunnels of less than a metre or so in diameter are typically done using trenchless construction methods or horizontal directional drilling rather than TBMs. Tunnel boring machines are used as an alternative to drilling and blasting (DB) methods in rock and conventional hand mining in soil. TBMs have the advantages of limiting the disturbance to the surrounding ground and producing a smooth tunnel wall. This significantly reduces the cost of lining the tunnel, and makes them suitable to use in heavily urbanized areas. The major disadvantage is the upfront cost. TBMs are expensive to construct, and can be difficult to transport. However, as modern tunnels become longer, the cost of tunnel b oring machines versus drill and blast is actually less—this is because tunnelling with TBMs is much more efficient and results in a shorter project. STEAMBOAT A steamboat is a boat in which the primary method of propulsion is steam power, typically driving propellers or paddlewheels. Steamboats sometimes use the prefix designation SS, S.S. or S/S (for Screw Steamer) or PS (for Paddle Steamer), however these designations are most often used for Steamships. The term steamboat is used to refer to smaller, insular, steam-powered boats working on lakes and rivers, particularly riverboats. As using steam became more reliable, steam power became applied to larger, ocean-going vessels.

The Genre Of Documentary Photography In his examination of Lt. Col. Oliver L. Norths portrait, taken by Harry Benson for Life Magazine (1987), Andy Grundberg (1988) emphasizes the importance of the camera position, background elements and attitude of the subject towards a heroic appearance, even though the reality was somewhat different, visible in another, less interesting news photograph of Colonel North facing the full house of Congress. The juxtaposition of the two photographs makes one think of the kind of information photographs leave behind. Is it an actual reflection of the actuality or something more interpretable and selective? Putting this into the perspective of the pre-photographic history one could say that photographs are better representations of the historical events than say, paintings or drawings. Nevertheless this is not entirely true because photography can also be biased exactly as a painting using different capturing techniques, angles, and recently computer aided photo manipulation which makes everything so much easier to tamper with. John Griersons which is generally accepted as being the father of the documentary genre characterized it as the creative treatment of actuality. The first question that comes to my mind is why did he use the term actuality and not reality? For this we have to take a look at the definition of actuality. According to the Merriam-Webster online dictionary actual means existing in fact or reality. In my opinion reality is what you interpret and you think something is, and actuality is what it really is by looking at the facts. Reality and actuality are strongly connected and one can say that reality is what you perceive from actuality. John Tagg (p.172, 1988) argued that It is not a question of the struggle for truth but, rather, of a struggle around the status of truth and the economic and political role it plays. One of the iconic photographs that apply to this statement is Dorothea Langes Migrant Mother and the extensive debates around the truthfulness of the photograph. Is it that important that the photograph was staged, edited and cropped or not? The point is that even though it might be a staged photograph it still conveys the reality of the time. Lange was sent on assignment for the Farms Security Administration to document the poverty of the share-croppers. The story she associated with the image was not entirely true but it efficiently showed the condition of the migrant workers. It is arguable that the changes made to the original Migrant Mother photograph created the notoriety of the image (i.e. the editing out of the thumb, and the possible staging of the photograph). If we look at some of the other images from the shoot we can see clearly that at least one of the children is smiling. This could lead to the belief that Lange posed the two children with their faces behind her mother to hide their light heartedness. The final portray and the iconic image of the Migrant Mother is relating to what Grierson refers as creative treatment of actuality and nevertheless a reality for everyone who saw the image at the time. Another very well-known photograph which had a lot of debate whether is true or not, is one made by Duane Michals called This Photograph is My Proof. Duane admitted  [1]  he is gay in many of his interviews, so how can this photograph be true? He realised he is gay before his 20s and the photograph is taken when he was in his 30s thus leading us to think the photograph was staged. Tagg (p.16, 1993) argued that The camera seems to declare: This really happened. The camera was there. See for yourself. Ask yourself under what conditions would a photograph of the Loch Ness Monster or an Unidentified Flying Object become acceptable as proof of their existence? It seems that for Tagg the actuality of a photograph can only be proven by other means and not only by the photo on itself. The general belief is that photography is an objective medium able to portray an objective reality, but if we think about it one photograph is just one point of view. Just by changing the angle in which you take the photograph you can change its whole meaning. Edward Weston and Paul Strand were among the ones that strongly believed the mechanical nature of the camera is the most powerful argument for the truthfulness of photographs. In the book On photography, Sontag argues that (p176, To us, the difference between the photographer as an individual eye and the photographer as an objective recorder seems fundamental, the difference often regarded, mistakenly, as separating photography as art from photography as document. But both are logical extensions of what photography means: note-taking on, potentially, everything in the world, from every possible angle. This approach suggests that every image taken for artistic purposes or for recording purposes has a documentary quality. It means that even though someone took a photograph for aesthetic purposes its still a recording, but from another point of view. She further explains that the two attitudes underlie the presumption that anything in the world is material to the camera. If we could photograph the same subject from every angle by many different creative eyes we could end up with a series of images that show the actuality. Martin Parr had a different approach on documentary photography adding humour and irony to almost If not all of his photographs. He has a unique way of telling a story which is often harsh. His creative style is covered in irony, and this generates a very strong statement about society. His approach seems to be very close to actuality even if his unique style is very distinct. In her book called Documentary Dilemmas, Caroline Anderson (p.1, 1991) talks about Frederick Wiseman and his documentary film Titicut Follies saying that he (i.e. Wiseman) considered his films as reality fictions. Anderson (p.1, 1991) argues that Wiseman didnt want to be responsible for representing social actuality in an objective manner. He used the ambiguous term of reality fiction as an excuse to be able to classify his work in both documentary genre and as an artistic creation. Anderson (p.2, 1991) claims that Wiseman used the term of reality fiction as a claim upon film theory and not to point at the inevitable tension between actuality and film. Nevertheless Titicut Follies is still a documentary film. Elizabeth Cowie (p.22, 2011) referring to the recording of actuality in both photography and film, claims that two different predilections exist. There is the need for reality as a fact and the ability to review it, and on the other hand there is the need of rational knowledge, conveyed through logical interpretation. This idea reflects upon John Griersons creative treatment of actuality in a sense that a documentary creation has to represent the actuality but also to help the viewer see the reality which the creator wants to deliver. Looking at my own photographs for an example of Griersons statement I chose a photograph which shows a woman sleeping on the pavement between two bags that read A bag For Life. This photograph was taken a few steps from my place and could be a good example of the creative treatment of actuality. My intention was to articulate the fact that the woman was homeless but the reality is she can be anyone and anything and she just happened to enjoy the sunshine. A while ago I was asking myself if documentary photography is the middle ground between art and actuality. I was putting actuality, documentary photography and fine art photography in a hierarchy, fine art photography being on the highest ranks. This is because actuality on its own is not interesting, it does not have that spark of genius documentary photography and it does not have the creative approach of fine art photography. One of the best examples of how documentary photography shed light on the social injustices around the world is the Magnum Agency. Founded by Robert Capa, Henri Cartier- Bresson, George Rodger and David Chim Seymour the agency had, and still has, the purpose of chronicle the world through the distinctive eyes of each member thus creating a complete image of the society. Documentary photography indeed can be seen as a genre which binds the aspirations of photojournalism with the ones of photographic art, thus becoming a kind of bridge or grey area, if you like. The main characteristic of documentary photography is the appetite for social subjects that go beyond the simple story in the newspaper, becoming increasingly subjective but at the same time holding a grip to actuality and truth. For me creativity represents the fingerprint which the photographer applies to the raw actuality with the purpose of creating his own reality to share with the world.

Ethics of Civil Disobedience Ban animal cruelty! Give aid to the poor! Save the rainforests! Obey the law! As a human race we must strive to fulfill these commands, for they are our moral duties and obligations. Our obligation to morality sometimes leads to a dilemma. What happens when a law contradicts the morally right thing to do? Would it be moral to act illegally by breaking the law? No matter how drastic the measure, we are still required to act morally--even if one must break the law to do so. But why is it so important to be moral that one could justify something as serious as breaking the law? If morality is so significant that one could justify breaking the law we must consider the importance of being moral in the first place. The question â€Å"Why be moral?† is difficult for many philosophers to answer. Just by our attempt to answer this question we would already be displaying the need to act morally. This is more clearly seen with the difficulty is asking a similar type of question, â€Å"Why act rationally?† According to Singer many philosophers reject the question â€Å"Why act morally?† because it is parallel to this question of acting rationally. It would take rationality to explain why one should act rationally. Thus defeating the need to explain the importance of rationality in the first place. â€Å"†¦it needs no justification, because it cannot be intelligibly questioned unless it is already presupposed† (Singer 316). Similarly â€Å"why be moral?† asks for a moral reason to act morally. Modern Kantianism considers acting rationally to be the same as acting ethically. If this is true, one could rationalize a need that is in their own self interest, yet at the same time against the interest of another individual. Since this c... ... is the only means of preventing greater violence would be responsible for the greater violence they fail to prevent† (Singer 307). Pacifism can be seen in the same way as the omission approach to euthanasia. Although you are not directly killing, by refusing to step in you are allowing to die. Since the ends can justify the means, even something as radical as violently breaking the law can be the moral thing to do. Above all we desire a meaning to life. We can find meaning by acting morally. Therefore, one is not obligated to obey a law that contradicts morality. After all, it would be morally wrong of the government to deny anyone meaning in life. Beautiful Boy and Tweak Essay

Reading two different accounts of the story of a drug addict allows much room for comparison between the two. In the case of David and Nic Sheff’s books, I was surprised at how much similarity there was between the two; they agreed on most points and there was no striking discontinuity in their stories. There is, however, a significant difference in the perspectives from which the two are told. Naturally, Nic, as the addict son, takes on a more self-centered view. In David’s book it is clear that Nic’s addiction is the one central driving force in their family life, especially in David’s daily life. In Nic’s book, however, his relationship with his father and the rest of his family is only one of the several focal points of the book; Nic is also preoccupied with girlfriends, friends, and his sponsor. David Sheff’s book is a very self-reflecting account. He is constantly analyzing the past, the decisions he’s made with Nic, and putting it all together in a desperate attempt to find answers to his son’s downfall. He struggles with a constant mental conflict: â€Å"What did I do wrong?† His preoccupation with Nic became an addiction in itself, and the obsessive worry and stress took a tremendous toll, to the point where he suffered from a massive hemorrhage. David’s view of the progression of Nic’s addiction reflects the Social Learning Theories and Psychoanalytical explanations of American drug use. At first, David views the onset of Nic’s addiction as a cause of some childhood lifestyle factors he lived through (such as the divorce). Later on, however, David realizes that there are thousands of teenagers who are reeled into the dark world of drugs and do not necessarily come from traumatic backgrounds; that these two things are not always directly linked. They are simply reinforced by others, usually drug-using friends, regardless of how they were raised. Ronald Akers built on this idea of operant conditioning by pointing out that drug-using behavior is reinforced socially more than physiologically. This is exactly what happened to Nic as he surrounded himself more and more with friends and girlfriends who induced his addiction. As evident as it may have seemed, it took David a while to shift his focus from reflecting on the past to what was quickly making Nic’s situation worse. Nic, on the other hand, is not very psychoanalytic about his addiction.  David has hope for his son, while Nic has very little hope for himself. While telling his story, David is trying to discover and unveil what led to all of this misery in his family. He longs to find answers and causations for all of it. Nic, on the other hand, doesn’t focus on the â€Å"why.† Although he has moments where he confesses he never thought he would turn out this way, he doesn’t spend much time dwelling on what led him to his addiction. Instead, Nic just tells his story and focuses on the very near future. This is typical of an addict’s mentality. Each day is so unsure and unstable that they can’t manage to plan more than one or two days ahead. The deeper he sinks into his addiction, the more surprised he is to find that he wakes up alive each day. Rather than fight it, Nic accepts the fact that he is a hardcore addict and that his life will never be the same. It took his father a much longer time to realize this and fully accept it. I was genuinely shocked at how honest Nic is throughout the whole book while telling his story. He admits that his parents are forcing him to go into a treatment center and that he has â€Å"fucked everything up beyond repair.† Most addicts make themselves seem like the victim and leave out a lot of information about their bad habits. Nic openly shares everything, even his darkest moments of intoxication and suicidal depression. He looks for ways to support the high demands of his druggie lifestyle and makes the necessary amends, even if it means stealing from his own family while they are desperately trying to help him. Nic’s selfishness, however, turns into feelings of deep guilt toward the end on the book when he is on the road to recovery and with his two parents. When his mind clears up, he realizes how badly he has torn everyone apart, especially his mom and dad. These emotional realizations are part of his recovery. David, however, experiences the exact opposite. At the early stages of his son’s addiction, he dedicated all his time and energy to the matter, to the point where he forgot about his own health and happiness. As Nic’s addiction progressed, David shifted focus to himself and stopped obsessing over everything that had to do with his son’s addiction. David’s road to recovery meant almost the exact opposite of Nic’s: dedicating more time and energy to himself rather than taking others into primary  consideration. David Sheff tells his family’s story from the very early happy days and takes his readers all the way through Nic’s descent into his darkest moments, while Tweak begins with Nic already deep into his addiction. Nic Sheff’s Tweak is the dark counterpoint to Beautiful Boy. The elder writer’s grief-filled memoir glows dimly like a distant planet of despair, while the son’s account of the same events burns like an angry Mars.

Suffering in Crime and Punishment Essays - English-language Films Suffering in Crime and Punishment In the novel Crime and Punishment, by Fyodor Dostoevsky, suffering is an integral part of every characters role. However, the message that Dostoevsky wants to present with the main character, Raskolnikov, is not one of the Christian idea of salvation through suffering. Rather, it appears to me, as if the author never lets his main character suffer mentally throughout the novel, in relation to the crime, that is. His only pain seems to be physical sicknes. Raskolnikov commits a premeditated murder in a state of delirium. He ends up committing a second murder, which he never ever wanted to be responsible for. He kills Lizaveta, an exceedingly innocent person. But does the author ever remind us of the murder at any time in the novel again? Not in the physical sense of the crime itself. The reader doesnt hear about how heavily the murders are weighing on his heart, or how he is tormented by visions of the crime. He doesnt feel the least bit guilty about having committed the crime, only his prides hurt. He doesnt mention the idea of the pain that might arise from recurrent visions of the crime. These things clearly show that the crime isnt what might cause him suffering, or pain, it is something else. After Raskolnikov is sent off to Siberia, he doesnt feel remorseful. His feelings havent changed about his crime, he feels bad at not being able to living up to his own ideas of greatness. He grows depressed only when he learns of his mothers death. Raskolnikov still hasnt found any reason to feel remorse for his crimes. He takes Siberia as his punishment, because of how annoying it is to go through all these formalities, and ridicularities that it entails. Yet, he actually feels more comfortable in Siberia than in his home in St. Petersburg. Its more comfortable, and has better living conditions than his own home. But he isnt free to do whatever he likes. But this does not contradict what Ive said before. He doesnt view Siberia as suffering, but he does view it as punishment, because he would rather not have to go through seven years in his prison cell. His theory of the extraordinary, and the ordinary is something he has to follow and adhere to . His necessity to suffer is a part of his necessity to fulfill his unknown criteria to be extraordinary. His suffering, if any, is purely superficial. The idea of suffering has to be heartfelt and well-specified. Raskolnikovs suffering is never spoken about, mainly because there is none. Even Raskolnikov views his turning himself in as a blunder, because he couldnt take the heat. It is obvious that Raskolnikov never seems to be in a pit of despair from all the suffering he has to face from the effect of the murder. One might argue that Raskolnikovs illnesses arise from his guilt and remorse for the crimes, but that doesnt appear possible. Since the character never cites the murder for his sickness. In fact, Raskolnikov fell immediately sick after committing the murder. How could he struck by guilt five seconds after committing the murder when he hasnt even had a chance to see what events have just occurred? There is not a single instance when Raskolnikov, or the author for that matter, ever cite the dramatic effect of the murders on Raskolnikovs conscience for his terrible illness. NOTHING in the novel would even imply that he feels remorse about committing the murders, it is just a silly idea that has been implanted in peoples minds and the seed has spread too rapidly, without analization.It is incredibly obvious that all the so-called pain and suffering that Raskolnikov feels is untrue, silly, and backed by no support. It would be incredulously moronic to attempt to view it from another point of understanding. Guantanamo Bay and Habeas Corpus Essay Since September 11, 2001, Americans have faced a new enemy that is not distinguishable by conventional terms of the law of war. As a result of this fact, the detention of these enemy forces has brought about a large debate among, mostly, the Executive branch and the Supreme Court. At the center of the debate is the rights of the enemy detainees. The Supreme Court argues that because their detention is at a location that is under the complete control of the United States, their rights are blanketed under the Suspension Clause of the Constitution and as such, they should be granted the right to seek Habeas Corpus. The Executives maintain that unlawful enemy combatants have no rights under the Constitution of the United States and that the President retains full control over their detention. This paper will look at the English and American background of Habeas Corpus and how it plays into the landscape of war today. I will also briefly look at past suspensions of the writ, as well as the perspectives of the Executive, Legislative, and Judicial branches and how the writ applies to alien enemy combatants. I will also offer my own perspective on the same. Quite simply put, an unlawful enemy combatant caught fighting against the United States oversees and brought to a location that the U.S. does not have sovereignty over, should not be afforded the same rights as the citizens and alien residents of our great nation that they fight against. The ‘Great Writ’ of Habeas Corpus has its’ roots in English Common Law dating back as early as the 13th century. The literal meaning in Latin is â€Å"to have the body† which quite basically obliged that the jailor bring the accused before a court (the King’s Bench) to determine if his detainment and confinement was lawful. In fact, the writ was meant to regulate jailors, resolve issues with jurisdiction and monitor the powers of the magistrates (Halliday, J.D., 2010). It was not a tool used to release the prisoner, but a tool of governance. When the writ traversed the Atlantic Ocean and came to America, it was, and still is, considered the most important safeguard ofpersonal liberty. Habeas Corpus is protected in the Constitution of the United States in Article 1, Section 9 wherein it states â€Å"The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it† (Levin-Waldman, 2012). From its inception in the United States, Habeas has remained virtually unchanged. The Writ has only been suspended by the President and authorized by Congress four times in America’s history with the first instance when President Lincoln suspended it during the Civil War in order to detain opposing forces who were attempting to prevent troops trying to protect the Capital. Since then, it was used by Grant in the Ku Klux Klan Act, the rebellion in 1902 and in 1941 after the attack on Pearl Harbor (Jackson, 2010). Even during these times the suspension was lifted once the war or threat thereof was over (Langford, 2003) and those detained as a result were either released or tried and convicted. It wasn’t until the horrific attacks of September 11, 2001 where terrorist agents used commercial airplanes as weapons of mass destruction to kill thousands of innocent civilians within the borders of the United States that the issue of the suspension of Habeas Corpus came to the forefront once again. After the attacks, Congress wrote the Authorization to Use Military Force (AUMF), which granted the President to use â€Å"all necessary and appropriate force†¦against all nations, persons, operatives, etc. involved in the plotting and execution of the September 11th attacks†¦Ã¢â‚¬  (Piret, 2008). It is well known that the President’s first priority is that of Commander in Chief of the Armed Forces in times of War. After the horrific attacks in 2001, President Bush declared a †Å"War on Terror†. This type of war has no precedence in history in which to go by; it consists of unconventional fighters using unconventional methods of attacks unlike any seen under the law of war. ]As a result of these circumstances, it was crucial for the President to initiate his wartime authority to detain belligerents fighting against the United States and her allies and detain them in a location in order to protect the nation’s security against future attacks. The President unilaterally labelled these detainees as â€Å"unlawful enemy combatants†- persons who did not wear uniforms of a nation or state, carry conventional weapons, or direct their assaults strictly on armed forces- which is the definition given to prisoners of war (POW’s) (Acharya, 2012). Due to the vast allocation of the military’s assets and service members fighting in Iraq and Afghanistan, the President needed a location to detain these combatants away from the battlefield, Guantanamo Bay or GITMO. GITMO is a military location in Cuba that the United States has had an open-ended lease for since 1903. According to the Bush administration, this location was ideal because the area was under Cuban sovereignty but under the complete control of the United States. This meant that the long arms of the law would not reach to GITMO and the President essentially had free reign as to the treatment and length of detention of these unlawful enemy combatants. With this status, the administration argued that they could hold a detainee for an undisclosed amount of time without trial because the War on Terror was essentially ongoing. Also, this status allotted that the detainees could not be tried in civilian courts or be granted the rights and protections afforded to POW’s under the Geneva Convention (Piret, 2008). Because of these unique circumstances, the Courts became inundated with petitions for Habeas Corpus rights. The Executive branch argued that the courts could hear applications only â€Å"within their respective jurisdictions† and that Guantanamo did not fall within U.S. sovereignty, basically asserting that the judges had no authorization to hear cases from non-citizens that were held in a place where Cuba retained sovereignty. Because the nation was at war, the President retained full war time powers and could essentially be the judge, jury and jailer of the accused held at Guantanamo Bay (Healy, 2012). As a result, a few groundbreaking cases came in front of the Supreme Court. One of these cases was Rasul vs. Bush wherein the Supreme Court rejected the administration’s claim that the President had the power to jail those accused of terrorist activities without access to lawyers and without access to any possibility of judicial review (www.oyez.org ). The decision held that the detention of the defendants did in fact hinder on the Fifth Amendment rights. After the impact of Rasul and another case decided by the Supreme Court on the same day, Hamdi v. Rumsfeld, the executives were forced to create military tribunals called Combatant Status Review Tribunals (CSRTs), that afforded minimal protection to prisoners(Foley, 2007). However, these tribunals did not allow for the prisoner to obtain legal counsel, did not  have juries, and could rely on hearsay and coerced confessions by innocents. Unfortunately, these tribunals were heavily weighted towards the government and even though the process did result in the release of a number of detainees, the majority of CSRT’s have affirmed the detainees to be unlawful enemy combatants (Chesney, 2008 and Foley, 2007). The executive branch, despite these facts, argued that the CSRTs most closely resembled that of courts-martial that were afforded to members of the military, while still falling far short of Habeas rights. Amidst this rather heated debate amongst the Supreme Court and the Executive branch, Congress remained on the outskirts for the most part. Congress has never attempted to restrict or interfere with the President’s authority to detain belligerents; their main points were that the purpose of military detention was exclusively preventative and evidence of liability is not necessary for the United States to detain a suspected terrorist. However, because of the Court’s rulings, Congress did enact the Military Commissions Act of 2006. More or less, the MCA afforded the detainees the right to challenge the basis of their detention, the right to hear charges, and the right to testify, introduce evidence, and witnesses. Nevertheless, MCAs still allowed for coerced evidence to be produced. Additionally, the MCA empowered the Executives further and further delineated the courts from the review process afforded under Habeas Corpus. Coinciding with the MCA, Congress also intervened with the Detainee Treatment Act (DTA) that essentially provided a replacement mechanism for Habeas for judicial review where the Court of Appeals could determine if the CSRTs complied with regulations in place by the Defense Department and if those regulations were consistent with the Constitution and laws of the United States (Chesney, 2008). Despite the efforts of both the Executives and Congress to deplete the role of the Courts, the Supreme Court handed down a landmark 5-4 ruling in Boumediene v. Bush. Bouemediene brought up the issue of constitutional privilege of Habeas which it held could not be withdrawn without conforming to the Suspension Clause in the Constitution. In its ruling, the majority found that the MCA deprived the Federal Courts to hear habeas claims,  therefore unconstitutionally stripping their rights to the same (Piret, 2008). The Court held that even though the U.S. did not have sovereign control over GITMO, the complete control over the base made habeas rights a necessity. The majority also struck the DTA claiming that it fell short and did not provide a level of protection required to override suspension of habeas. Because of Boumediene, Congress cannot enact jurisdiction –stripping legislation to deny executive detainees’ access to judicial review that it twice tried to do with MCA and DTA. Nevertheless, that the â€Å"Court and the writ of Habeas Corpus is indispensable for monitoring separation of powers, and the test for determining the scope cannot be subjected to manipulation by those whose power it is designed to restrain† (US Newswire, 2011). On the other side of the court, the dissenters thought that the majority’s decision ignored the Constitution’s structure and defied Congress in establishing procedures for appeals. They went further to say that the historical survey is inconclusive about alien prisoners outside of formal U.S. territory, and Justice Scalia says that the fact that even in the English cases, no alien was granted or rejected the right to the writ which was further proof that Habeas was not in favor (US Newswire, 2011). The dissenters furthered their point by stating that the Boumediene ruling is â€Å"the most generous set of protections ever afforded to aliens detained as enemy combatants in any war, ever† and that the decision was not about the detainees but about the Court’s control of Federal policy (Acharya, 2012, Healy, 2012 and Piret, 2008). In light of all of the controversy surrounding Guantanamo Bay and whether the detainees have a constitutional right to it, one needs to look carefully again at the Suspension Clause â€Å"The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it†. It is the last part of this clause that needs the most emphasis when looking at it from the â€Å"War on Terror† perspective â€Å"†¦the public Safety may require it.† Because terrorists are bred from many nations, do not have a uniform to be easily recognized by, and can walk within the boundaries of the United States virtually  undetected, the law of war holds a different ground. Terrorists are by far and large profoundly hard to distinguish as there is no set guideline. Regardless of the fact that a belligerent fighter is a U.S. citizen or an alien combatant, they should all be reviewed in the same manner, as that of unlawful enemy combatants. Under that status, they should not be afforded the rights allotted to the citizens and resident aliens of the United States. Having said that, it should be the President’s sole responsibility as Commander in Chief to detain these belligerents for as long as it takes to ensure the safety of Nation. On another level, the Supreme Court in its Boumediene ruling left out a few key factors to determine a proper procedure in the detention of the unlawful enemy combatants in areas other than Guantanamo Bay. It also did not clearly define whether its ruling affected trials currently scheduled to occur in CSRTs. The Court did not establish whether granting habeas rights to detainees at Guantanamo would further put Americans’ lives at risk by bringing them into the very states that they fight against. Habeas is not about the proof of war crimes but about determining the status of those detained- whether they are POWs, Al Qaeda, or innocents (Yoo, 2012). Given that Congress waited almost five years to enact any type of legislation to determine this element is what has given America a bad reputation among the global community. If Congress had acted in a more expedient manner, those detained who ended up being innocent or POWs should have been moved to another location and Guantanamo Bay would have truly been for unlawful enemy combatants. Furthermore, because Guantanamo Bay, even though under Cuban Sovereignty, is in all respects a U.S. military installation under the complete control of America, and therefore the Commander in Chief, any type of review should be conducted by military members and not civilian courts. The detainees, if allotted any amount of liberties under the Geneva Convention, should be maintained solely by the Armed Forces. There is nothing that states that the Supreme Court has the power to overhaul the President’s Commander in Chief powers, thus the Supreme Court is wrong in its assertion that the detainees should be afforded habeas rights. The courts interjection of this fact seems to be simply to ensure them of their own federal powers than the rights of the detainees. They assert to retain their jurisdiction simply because Congress sought to relinquish those powers in the MCA and DTA. In closing, the writ of Habeas Corpus should not be afforded to detainees that have been established as unlawful enemy combatants. Aliens detained during combat with American forces in a foreign theatre, without uniforms or conventional weapons, who seek to harm or kill those other than armed forces are not to be determined as POWs or innocents and should be maintained at a location, Guantanamo Bay, which is outside of U.S. sovereignty. While these combatants could be allowed a review as outlined in the MCA, their alien combatant status does not constitute the right to Habeas Corpus. With the Supreme Court’s hole-ridden ruling in Boumediene, it should be expected that there are many questions which still need answers which are likely to come about in future habeas cases. Regardless of that fact, given that the War on Terror is not likely to come to a close any time soon, alien unlawful combatants should remain under the detention of the Commander in Chief, at whose discretion it is as to how to handle them, not the Supreme Court, whose main theatre is civil and criminal matters, not matters of war. SWOT and PEST Analysis of Infrastructure Project ECONOMIC AND INDUSTRY OUTLOOK Indian Construction Industry was almost similar to the construction industry evolution in other countries: founded by Government and slowly taken over by enterprises. After independence the need for industrial and infrastructural developments in India laid the foundation stone of construction, architectural and engineering services. The objective of such an imposition was to develop local design capabilities parallel with the inflow of imported technology and skills. This measure encouraged international construction and consultancy organizations to set upjoint venturesand register their presence in India. In India Construction has accounted for around 40 per cent of the development investment during the past 50 years. Around 16 per cent of the nations working population depends on construction for its livelihood. The Indian construction industry employs over 3 crore people and creates assets worth over20,000 crore. Total sales of construction industry have reached 42,885.38 crores in 2004 05 from21,451.9 crores in 2000-01. The Indian construction industry comprises 200 firms in the corporate sector. In addition to these firms, there are about 1, 20,000 class A contractors registered with various government construction bodies. There are thousands of small contractors, which compete for small jobs or work as sub-contractors of prime or other contractors. PEST ANALYSIS POLITICAL FACTORS SEZ Act to Boost Infrastructural Development: SEZ is the new destination for real estate investors. Currently 150 SEZs are approved out of which 85 SEZs are in the IT/ITES area and 10-15 SEZs in the electronics area.130 SEZs are developed by real estate developers which constitute  of about 50% of the total SEZ area. IT SEZ should be developed and made operational within the period of six months from the date of notification. Thus, 130 approved SEZs would result in investment of US$10 bn to US$ 12 bn immediately. Rate Hikes Unlikely To Slow Down Growth It has been analyzed that residential prices have increased by about 15- 20% on average in the last one year. There has been strong growth in demand supported by rising disposable incomes, low interest rates, and fiscal incentives on both interest and principal payments and increasing urbanization. SOCIAL FACTORS Shifting Consumption Pattern to Fuel Industry Growth The consumption pattern of Indian households is undergoing a gradual, but steady change. The share of food and beverages, which used to constitute almost 50% of household spend until 2003 is expected to fall to 45% by FY08. We expect the share of discretionary items to consistently rise given the rising affordability and changing aspiration levels. Increased exposure to western lifestyles (through media as well as overseas travels) has altered the consumption pattern of Indian people. Rising Urbanization to Boost Industrial Growth Urban infrastructure consists of drinking water, sanitation, sewage systems, electricity and gas distribution, urban transport, primary health services, and environmental regulation. Many of these services are in the nature of ‘local public goods with the benefits from improved urban infrastructure. The urban population in India will grow by 85 million over the next 10 years. Green buildings in India The green building movement has gained tremendous momentum during 3 to 4 years, ever since the Green Business Centre embarked on achieving the prestigious LEED rating for their own centre at Hyderabad. The Platinum rating for green building has sensitized the stakeholders of construction industry. There is tremendous potential for construction of green buildings in India. The estimated market potential for green building will be about $ 400 million in 2010.There will be favorable policies of the government would provide the right impetus for advancing the green building movement in India. TECHNOLOGICAL FACTORS Low Technology Adoption to Hinder Growth The poor state of technology adopted by the construction sector adversely affects its performance. Upgrading of technology is required both in the manufacturing of construction material and in construction activities. As a large number of construction materials are manufactured in the unorganized sector, effective monitoring and regulation of the production of these materials to ensure proper quality becomes difficult. Use of low-grade technology in the construction sector leads to low value addition and low productivity, apart from poor or substandard quality of construction and time overruns in projects. The non-availability of quality construction tools is the main reason for this. Besides, the construction sector also lacks information about new technology. Construction as per Indian Requirements The construction needs to be done as per Indian standards and requirements which will demand considerable changes form the international requirements. The infrastructure requirements of India are much different as the population spread, increasing urbanization, increasing slums, the small space for roads, the water problems are more. Ready-Mix-Concrete Being Experimented With The Ready mix concrete business in India is in its infancy. For example, 70% of cement produced in a developed country like Japan is used by Ready Mix concrete business there. Here in India, Ready Mix concrete business uses around 2% of total cement production. Much of construction done in India is very slow paced. The concrete making process at site takes much time with variation in quality. The increasing use of ready mix not only saves on time but allows the better quality. It will also eliminate the storage space at site, eliminate Procurement / Hiring of plant and machinery, reduce wastages of basic material, noise and dust at site will be reduced. Also organization at site will be streamlined. This will improve the rate at which infrastructure can be built in India. METHODOLOGY To Start with, the historical growth of vehicles is examined based on the traffic surveys conducted in the past along the study corridor. Having examined the accuracy and reliability of data, we further analyze the motor vehicle registration statistics at the state level to establish a relationship between the economic variables and the registration data, as a proxy for the traffic growth. The relationship provides the elasticity values by vehicle type, which are then compared with the results of other studies of similar nature carried out in the recent past. The comparative picture provides us the required validation and modification of the estimated elasticity values. Finally, based on the future economic growth prospects in terms of income growth, per capita growth and population growth are considered for estimating the future traffic growth rate by vehicle type. Traffic Studies are carried out: To obtain the knowledge of the type and volume of traffic at present and to estimate future traffic that the road is expected to carry. To determine the facilities provided on the roads such as traffic regulation and control, intersections, so that improvement on the basis of traffic density may be carried out. To design the geometric features and pavement thickness on the basis of traffic surveys. Traffic survey and studies are done as a part of the study to assess the base year traffic pattern. Different traffic studies : A comprehensive 7 day traffic volume count at toll plaza locations. Origin-destination (OD) survey at 2 suitable locations. A comprehensive 1 day number plate registration survey at toll plaza locations. Comprehensive surveys between the alternate routes covering both existing and future responsibilities. Calculation of: Average daily traffic (ADT). Annual average daily traffic (AADT) considering the seasonality variation. A comprehensive 7 day traffic volume count at toll plaza locations: The main objective of classified traffic volume count was to access the traffic characteristics on project road section in terms of hourly variation, peak hour traffic, average daily traffic, traffic composition and directional distribution. The survey was carried out by vehicle counting and classifying the vehicle passing the survey station. The counts were made separately for motorized and non motorized vehicles. In addition toll exempted vehicles i.e. government, ambulance, fire vehicles etc. were classified separately. Traffic Volume is the number of vehicles crossing a section of road per unit time at any selected period. The commonly used units are vehicles per day and vehicles per hour. The various methods available are: Manual methods Combination of manual and mechanical method Automatic devices Moving observer devices Photographic methods Generally manual method is used. This method employs a field team to record traffic volume on the prescribed record sheets. In this method the fluctuations of traffic volume during the hours of the day and the daily variations are observed. Origin-destination (OD) survey at 2 suitable locations: Origin and Destination survey for road section was obtained by carrying out by police assistance. Data of origin and destination of the trip was collected in the survey; a zoning system was order to analyze the origin destination data. Origin destination data was used to identify the zones that contribute to the traffic on the road. Growth of traffic on the road will depend upon the economic developments in the influence areas of the road. TheOrigin -Destination survey was carried out with the primary objective of studying the travel pattern of passenger and goods traffic along the study corridor. The results of this survey forms a useful input for estimating the growth rates for traffic projections, identification of toll plaza location and planning for toll collection system. The various applications of OD survey may be summed up as follows: To locate expressway or major routes along the desire lines. To judge the adequacy of parking facilities and to plan for future. To locate intermediate stops of public transport. To establish preferential routes for various categories of vehicle including by pass. Methods for collecting the OD survey data: Road-side interview method License plate method Return post card method Tag-on-car method Generally road-side interview method is used in which vehicles are stopped at previously decided interview stations by a group of persons with the help of police assistance and the answers to prescribed questionnaire are collected on the spot. A comprehensive 1 day number plate registration survey at toll plaza locations: Registration plate survey is carried out at all toll plaza locations to know that how much traffic is influenced by the local traffic. Because if the person is staying inside the radius of 20 kms from the toll plaza location then he has to pay only 50 percent of the toll tax according to the government policy. Comprehensive surveys between the alternate routes: The main objective of this survey is to analyze the alternative routes and leakage of traffic on the project road because it will directly affect your toll revenue. Average daily traffic (ADT): Average daily trafficorADT is the average number ofvehiclestwo-way passing a specific point in a 24-hour period, normally measured throughout a year. ADT is not as highly referred to as the engineering standard ofAADTwhich is the standard measurement for vehicle traffic load on a section of road, and the basis for most decisions regardingtransport planning, or to the environmental hazards of pollution related to road transport. Annual average daily traffic (AADT): Annual average daily traffic or AADT is a measure used primarily intransportation planningandtransportation engineering. It is the total volume of vehicle traffic of ahighwayorroad for a year divided by 365 days. AADT is a useful and simple measurement of how busy the road is. It is also sometimes reported as average annual daily traffic. One of the most important uses of AADT is for determining funding for the maintenance and improvement of Highways. AADT is calculated by multiplying Seasonal variation factor in ADT. Formula for calculating Annual average daily traffic (AADT) from ADT is as under: Annual average daily traffic (AADT) = Factor * Average daily traffic Seasonal Variation of traffic (correction factor) The flow of traffic on the road varies significantly during different months of the year. As monthly flow data is not available, petrol and diesel sales are collected from petrol stations along the highway to calculate the correction factor. This data is analyzed compared to the month of ADT the annual average variation factor valuated to arrive at AADT from ADT as recorded. REASEARCH AND FINDINGS For completion of the project â€Å"Strategies involved in opting an infrastructure project (highway) through traffic study† The aim of the project is to analyze and interpret the traffic study reports based on which highway projects are bid. Interpretation of the report is very critical as it helps in assessing the revenue generation for the entire concession period, based on which a bid is made. In order to complete my project, I was asked to thoroughly analyze the report on â€Å"Kota-Jhalawar road section on NH-12 and Aligarh-Kanpur road section on NH-91† KOTA-JHALAWAR ROAD SECTION ON NH-12 TRAFFIC SURVEYS Proposed number and locations of traffic survey stations have been identified after detail reconnaissance. The Traffic Engineer has trained the post-in-charges and monitors the training of surveyors by them. Survey and count sheets have been spot checked on a regular basis and data registered in the field office. Data to be collected from includes: The type of traffic surveys and the minimum number of survey stations were as under:- CLASSIFIED VOLUME COUNT The classified traffic volume count surveys have been carried out for 7 days (continuous, direction-wise) at the selected survey stations indicated below. The roadside interviews were on random sample basis as per TOR. The trip matrices were worked out for each vehicle type information on weight for trucks was summed up by commodity type and the results tabulated, giving total weight and average weight per truck for the various commodity types. The sample size for each vehicle type was indicated on the table and also in the graphical representations. The data derived from surveys has also been analyzed to bring out the lead and load characteristics and desire line diagrams. The details regarding composition and directional movement of traffic have been compiled. The methodology for the surveys was in accordance with IRC: SP: 41-1994. The data derived from the survey was used to analyze and to identify requirements of suitable remedial measures, such as construction of underpasses, flyovers, interchanges, and grade-separated intersections along the project road alignment. Intersections with high traffic volume requiring special treatments either presently or in future were identified. The axle load data was collected axle configuration-wise. The number of equivalent standard axles per truck was calculated on the basis of results obtained. The results of the survey have been used for VDF. Furthermore, the data from axle load surveys was analyzed to bring out the Gross Vehicle Weight (GVW) and Single Axle Load (SAL) Distributions by truck type (axle configuration). SPEED-DELAY SURVEYS Appropriate field studies such as moving car survey to determine running speed and journey speed. The data was analyzed to identify sections with typical traffic flow problems and congestion. Recommendation was made for suitable measures for segregation of local traffic, smooth flow of through traffic and traffic safety. These measures have included the provision of bypasses, under-passes, flyovers, grade separated intersections and service roads. Speed delay survey was done for whole project highway. TRUCK TERMINAL SURVEYS The data derived from the O-D, speed-delay, and other surveys was analyzed to assess requirements for present and future development of truck terminals at suitable locations en-route. ROAD INVENTORY SURVEYS Detailed road inventory surveys have been carried out to collect details of all existing road pavement features along the existing road sections. The data collected through road inventory surveys was sufficient to meet the requirements. The data are presented in the format given as â€Å"Road Inventory Data Sheet† (IRC-SP- 19-2001). The headings are given below. Terrain (flat, rolling, mountainous) Land Use (agricultural, commercial, forest, residential etc) @ every kilometer; Name of Village Carriageway width, surfacing type and condition @ every 500m and every change of feature whichever is earlier; Shoulder surfacing type and width and condition @ every 500m and every change of feature whichever is earlier; Height of embankment or depth of cut @ every 200m and every change of feature whichever is earlier. Submergence Details of cross road The data have been collected in sufficient detail, compiled presented in tabular form. The data have been stored in computer files using utility packages, such as EXCEL etc. SUBGRADE CHARACTERISTIC STRENGTH The testing of soils for classification mechanical characteristics has been as per terms of reference. â€Å"Testing of three sub-grade soil samples for each design section or three SWOT and PEST Analysis of Infrastructure Project SWOT and PEST Analysis of Infrastructure Project ECONOMIC AND INDUSTRY OUTLOOK Indian Construction Industry was almost similar to the construction industry evolution in other countries: founded by Government and slowly taken over by enterprises. SOCIAL FACTORS Shifting Consumption Pattern to Fuel Industry Growth The consumption pattern of Indian households is undergoing a gradual, but steady change. The share of food and beverages, which used to constitute almost 50% of household spend until 2003 is expected to fall to 45% by FY08. TECHNOLOGICAL FACTORS Low Technology Adoption to Hinder Growth The poor state of technology adopted by the construction sector adversely affects its performance. Upgrading of technology is required both in the manufacturing of construction material and in construction activities. As a large number of construction materials are manufactured in the unorganized sector, effective monitoring and regulation of the production of these materials to ensure proper quality becomes difficult. Use of low-grade technology in the construction sector leads to low value addition and low productivity, apart from poor or substandard quality of construction and time overruns in projects. The non-availability of quality construction tools is the main reason for this. Besides, the construction sector also lacks information about new technology. Construction as per Indian Requirements The construction needs to be done as per Indian standards and requirements which will demand considerable changes form the international requirements. The infrastructure requirements of India are much different as the population spread, increasing urbanization, increasing slums, the small space for roads, the water problems are more. Ready-Mix-Concrete Being Experimented With The Ready mix concrete business in India is in its infancy. For example, 70% of cement produced in a developed country like Japan is used by Ready Mix concrete business there. Here in India, Ready Mix concrete business uses around 2% of total cement production. Much of construction done in India is very slow paced. The concrete making process at site takes much time with variation in quality. The increasing use of ready mix not only saves on time but allows the better quality. It will also eliminate the storage space at site, eliminate Procurement / Hiring of plant and machinery, reduce wastages of basic material, noise and dust at site will be reduced. Also organization at site will be streamlined. This will improve the rate at which infrastructure can be built in India. METHODOLOGY To Start with, the historical growth of vehicles is examined based on the traffic surveys conducted in the past along the study corridor. Having examined the accuracy and reliability of data, we further analyze the motor vehicle registration statistics at the state level to establish a relationship between the economic variables and the registration data, as a proxy for the traffic growth. The relationship provides the elasticity values by vehicle type, which are then compared with the results of other studies of similar nature carried out in the recent past. The comparative picture provides us the required validation and modification of the estimated elasticity values. Finally, based on the future economic growth prospects in terms of income growth, per capita growth and population growth are considered for estimating the future traffic growth rate by vehicle type. Traffic Studies are carried out: To obtain the knowledge of the type and volume of traffic at present and to estimate future traffic that the road is expected to carry. To determine the facilities provided on the roads such as traffic regulation and control, intersections, so that improvement on the basis of traffic density may be carried out. To design the geometric features and pavement thickness on the basis of traffic surveys. Traffic survey and studies are done as a part of the study to assess the base year traffic pattern. Different traffic studies : A comprehensive 7 day traffic volume count at toll plaza locations. Origin-destination (OD) survey at 2 suitable locations. A comprehensive 1 day number plate registration survey at toll plaza locations. Comprehensive surveys between the alternate routes covering both existing and future responsibilities. Calculation of: Average daily traffic (ADT). Annual average daily traffic (AADT) considering the seasonality variation. A comprehensive 7 day traffic volume count at toll plaza locations: The main objective of classified traffic volume count was to access the traffic characteristics on project road section in terms of hourly variation, peak hour traffic, average daily traffic, traffic composition and directional distribution. The survey was carried out by vehicle counting and classifying the vehicle passing the survey station. The counts were made separately for motorized and non motorized vehicles. In addition toll exempted vehicles i.e. government, ambulance, fire vehicles etc. were classified separately. Traffic Volume is the number of vehicles crossing a section of road per unit time at any selected period. The commonly used units are vehicles per day and vehicles per hour. The various methods available are: Manual methods Combination of manual and mechanical method Automatic devices Moving observer devices Photographic methods Generally manual method is used. This method employs a field team to record traffic volume on the prescribed record sheets. In this method the fluctuations of traffic volume during the hours of the day and the daily variations are observed. Origin-destination (OD) survey at 2 suitable locations: Origin and Destination survey for road section was obtained by carrying out by police assistance. Data of origin and destination of the trip was collected in the survey; a zoning system was order to analyze the origin destination data. Origin destination data was used to identify the zones that contribute to the traffic on the road. Growth of traffic on the road will depend upon the economic developments in the influence areas of the road. TheOrigin -Destination survey was carried out with the primary objective of studying the travel pattern of passenger and goods traffic along the study corridor. The results of this survey forms a useful input for estimating the growth rates for traffic projections, identification of toll plaza location and planning for toll collection system. The various applications of OD survey may be summed up as follows: To locate expressway or major routes along the desire lines. To judge the adequacy of parking facilities and to plan for future. To locate intermediate stops of public transport. To establish preferential routes for various categories of vehicle including by pass. Methods for collecting the OD survey data: Road-side interview method License plate method Return post card method Tag-on-car method Generally road-side interview method is used in which vehicles are stopped at previously decided interview stations by a group of persons with the help of police assistance and the answers to prescribed questionnaire are collected on the spot. A comprehensive 1 day number plate registration survey at toll plaza locations: Registration plate survey is carried out at all toll plaza locations to know that how much traffic is influenced by the local traffic. Because if the person is staying inside the radius of 20 kms from the toll plaza location then he has to pay only 50 percent of the toll tax according to the government policy. Comprehensive surveys between the alternate routes: The main objective of this survey is to analyze the alternative routes and leakage of traffic on the project road because it will directly affect your toll revenue. Average daily traffic (ADT): Average daily trafficorADT is the average number ofvehiclestwo-way passing a specific point in a 24-hour period, normally measured throughout a year. ADT is not as highly referred to as the engineering standard ofAADTwhich is the standard measurement for vehicle traffic load on a section of road, and the basis for most decisions regardingtransport planning, or to the environmental hazards of pollution related to road transport. Annual average daily traffic (AADT): Annual average daily traffic or AADT is a measure used primarily intransportation planningandtransportation engineering. It is the total volume of vehicle traffic of ahighwayorroad for a year divided by 365 days. AADT is a useful and simple measurement of how busy the road is. It is also sometimes reported as average annual daily traffic. One of the most important uses of AADT is for determining funding for the maintenance and improvement of Highways. AADT is calculated by multiplying Seasonal variation factor in ADT. Formula for calculating Annual average daily traffic (AADT) from ADT is as under: Annual average daily traffic (AADT) = Factor * Average daily traffic Seasonal Variation of traffic (correction factor) The flow of traffic on the road varies significantly during different months of the year. As monthly flow data is not available, petrol and diesel sales are collected from petrol stations along the highway to calculate the correction factor. This data is analyzed compared to the month of ADT the annual average variation factor valuated to arrive at AADT from ADT as recorded. REASEARCH AND FINDINGS For completion of the project â€Å"Strategies involved in opting an infrastructure project (highway) through traffic study† The aim of the project is to analyze and interpret the traffic study reports based on which highway projects are bid. Interpretation of the report is very critical as it helps in assessing the revenue generation for the entire concession period, based on which a bid is made. In order to complete my project, I was asked to thoroughly analyze the report on â€Å"Kota-Jhalawar road section on NH-12 and Aligarh-Kanpur road section on NH-91† KOTA-JHALAWAR ROAD SECTION ON NH-12 TRAFFIC SURVEYS Proposed number and locations of traffic survey stations have been identified after detail reconnaissance. The Traffic Engineer has trained the post-in-charges and monitors the training of surveyors by them. The roadside interviews were on random sample basis as per TOR. The trip matrices were worked out for each vehicle type information on weight for trucks was summed up by commodity type and the results tabulated, giving total weight and average weight per truck for the various commodity types. The sample size for each vehicle type was indicated on the table and also in the graphical representations. The details regarding composition and directional movement of traffic have been compiled. The methodology for the surveys was in accordance with IRC: SP: 41-1994. The data derived from the survey was used to analyze and to identify requirements of suitable remedial measures, such as construction of underpasses, flyovers, interchanges, and grade-separated intersections along the project road alignment. Furthermore, the data from axle load surveys was analyzed to bring out the Gross Vehicle Weight (GVW) and Single Axle Load (SAL) Distributions by truck type (axle configuration). TRUCK TERMINAL SURVEYS The data derived from the O-D, speed-delay, and other surveys was analyzed to assess requirements for present and future development of truck terminals at suitable locations en-route. ROAD INVENTORY SURVEYS Detailed road inventory surveys have been carried out to collect details of all existing road pavement features along the existing road sections. The data collected through road inventory surveys was sufficient to meet the requirements. The data are presented in the format given as â€Å"Road Inventory Data Sheet† (IRC-SP- 19-2001). The headings are given below. Terrain (flat, rolling, mountainous) Land Use (agricultural, commercial, forest, residential etc) @ every kilometer; Name of Village Carriageway width, surfacing type and condition @ every 500m and every change of feature whichever is earlier; Shoulder surfacing type and width and condition @ every 500m and every change of feature whichever is earlier; Height of embankment or depth of cut @ every 200m and every change of feature whichever is earlier.
